From  July 2010 through August 2018, David Lowery held the Bruce R. Miller and Dean D. LaVigne Professor of Political Science in the Department of Political Science at Pennsylvania State University.  From 2004 to 2010, he was a Professor of Public Administration at the University of Leiden since 2004 where he retains a visiting appointment.  Prior to that, he was on the faculty of the Department of Political Science and the Martin School of Public Administration from 1979 to 1986 and was the Thomas J. Pearsall Professor of the Department of Political Science at the University of North Carolina at Chapel Hill where he was employed from 1986 to 2004. Dr. Lowery received a B.A. from St. Anselm College in 1974, an M.P.A. from the University of Rhode Island in 1976, an M.A. from Michigan State University in 1977, and a Ph.D. from Michigan State University in 1981.  Dr. Lowery teaches and conducts research on the politics of interest representation, bureaucratic politics, urban politics, and public policy.  He has well over a 100 papers on these topics in such journals as the American Political Science Review, the American Journal of Political Science, the Journal of Politics and the British Journal of Political Science.  His most recent books include The Population Ecology of Interest Representation (University of Michigan Press, 1996), Organized Interests and American Government (McGraw Hill, 2004). Dr. Lowery was Chair of the UNC Department of Political Science from 1990 to 1995 and the Leiden Department of Public Administration (2007). He was Editor of the Journal of Politics from 1997 to 2001, Co-Editor of the State Politics and Policy Quarterly from 2006 to 2008, and Associate Editor of the Journal of Public Administration Research and Theory from 2007 to 2008.  His research has been supported by grants from the Robert Wood Johnson Foundation and the U.S. National Science Foundation.
