Morrgan Herlihy has been awarded the McCourtney Institute’s inaugural Eleanor Roosevelt Memorial Graduate Fellowship for the 2023-24 academic year. This fellowship was endowed by Susan Welch. Morrgan studies American political institutions, especially legislative politics. She will use her fellowship year to collect a new dataset on interparty and affinity caucuses in state legislators as well as to expand her research on the techniques used by U.S. senators to delay the nominees of federal judges and other high-ranking U.S. officials.
