David Lowery

Since July 2010, David Lowery has held the Bruce R. Miller and Dean D. LaVigne Professorship of Political Science at PSU. Dr. Lowery has published well over a 100 papers on the politics of interest representation, bureaucratic politics, urban politics, and public policy. Since 2011, he is also the Director of the Center for American Political Responsiveness (CAPR) at PSU.

Since July 2010, David Lowery has held the Bruce R. Miller and Dean D. LaVigne Professorship of Political Science at PSU.  Dr. Lowery has published well over a 100 papers on the politics of interest representation, bureaucratic politics, urban politics, and public policy.  Since 2011, he is also the Director of the Center for American Political Responsiveness (CAPR) at PSU.  The goal of the Center is to expand the scholarly understanding of how democratic preferences are translated (via both formal and informal political institutions) into public policy, and to help create an understanding of the democratic process as a necessary foundation for effective citizenship.  CAPR brings scholars from outside of Penn State to the department to discuss their work, and hosts 1-2 conferences during the academic year which revolve around the current work of one or two CAPR faculty.
