Washington Program Details  

Each summer, twenty-four of the most promising black male college sophomores in the country are given the chance to intern in the nation's capital while taking rigorous classes at Georgetown University.  The courses in government and economics are designed to provide these young men with the skills necessary to critically analyze the world's problems while adhering to a deep respect for civil liberties.  When the students are not in class or at work, they are often called upon to attend social functions designed to help them network in their field.  Personal meetings with such leaders as Colin Powell, John Lewis, and Clarence Thomas are made possible by the intimate nature of the program.

The program runs from the first Sunday in June to the last Saturday in July and is a two-summer commitment (accommodations are made for students on the quarter system).  During their first summer, students' primary responsibilities outside of their internships are their academic courses. The following summer, in addition to their internships, mentorship with the latest cohort of Institute students and professional development become priorities. Tuition and housing are paid for by the Institute, while students are expected to pay for their transportation and food.  In addition, those not placed in paid internships will receive a stipend in the amount of $3000.  You should be a sophomore to apply, however, juniors are considered if they are committed to attending graduate or professional school directly following their senior year.

The average GPA for participants is a 3.65. A competitive applicant will have a strong GPA along with a track record of service to others. There are no academic major requirements for the Washington Program.

Summer Program - The Politics of European Integration, Maastricht University,
     the Netherlands

The department will again offer a summer program on “European Integration” at the University of Maastricht in the Netherlands (June 8 – July18, 2008).  The program consists of a four-week intensive course on "The Politics of European Integration" (PLSC499 4cr.) and a two-week study trip that will tour major European institutions and cities (PLSC499 3cr.).  This year’s trip will include stops in Strasbourg, Paris, Frankfurt and Brussels.  There are other opportunities for independent travel on weekends and following the conclusion of the program.  These are all Penn State credits.

Spring Semester Abroad at the Institute of Political Science, Lille, France

Penn State will be sending four students for a semester to Science Po (the Institute of Political Science) at the University of Lille in France.  Lille is a large city (over a million people) in the northeast corner of France.  It has all the advantages of a large French city (diversity, cuisine, culture, infrastructure for travel), and is within two hours of Paris, Brussels, and London by express train.

Science Po is an elite institution and offers a comprehensive curriculum in the social sciences.  This is a program for students who want a study abroad experience that will be challenging, that will allow them to interact with foreign students (rather than purely with other Americans), and which will stimulate a great deal of personal and intellectual growth.

The program is designed to accommodate a range of students with different levels of French proficiency.  The program is obviously ideal for a student who has a good knowledge of French and wants to achieve fluency.  For those with moderate and beginning levels, there are a limited number of courses offered in English each semester.  This means that you can go to Lille and take a mix of courses in both English and French. 

All students will take four courses and a course in the French language while in Lille (unless they already have had six courses or the equivalent of French at PSU and/or are taking most of their content course in French).  We believe this will translate into fifteen or sixteen PSU credits.  The department will work with you to fit your courses into your major requirements.  Note too that this is an exchange program.  You will pay tuition to PSU and then cover your living expenses in France.  Science Po will help you to get housing in the city.  Dormitory and apartment style accommodation is available.

Studies in Florence, Italy

Institute for International Law & Politics

Georgetown University
May 25 to June 14, 2008

The Institute for International Law and Politics in the Department of Government will be hosting a three week, three credit graduate course on “International Law and Security,” at the Villa le Balze in Fiesole, Italy from May 25 to June 14, 2008.

This course will bring together a number of noted scholars and practitioners in the field to provide the instruction for this course in Italy.   The course will examine international law as it relates to topics such as: terrorism, status and treatment of detainees, preemptive self-defense, humanitarian intervention, arms control, weapons of mass destruction, war crimes, intelligence, human rights, and the environment.

The program will also include field trips to relevant sites, as well as crisis simulations.  Students may choose to supplement this course by writing a tutorial paper with a faculty member in order to obtain three more credits. Internship Opportunity

Academy Ambassadors program
These paid internships in Washington, D.C. are open to college students interested in helping to build
the U.S. Public Service Academy. The Academy is a citizen-driven initiative to build a civilian counterpart to
the military service academies. Our interns will help mobilize support for the Academy initiative by educating  policymakers, civic leaders, and the American public about the importance of public service, the need to attract a new generation of young people into the public sector, and the value of building a national institution  devoted to civilian leadership development.
  
The Academy Ambassadors program will not be a typical internship. As a summer intern, you will be
expected to work a full forty-hour week (fall interns will work part-time), though your schedule will not be
predictable. You will be working closely with the Executive Director of the Academy, but most of your work will be done independently. In addition to helping carry out the Academy’s mission, you will have the opportunity to develop and implement Academy-related projects of your own. During any given week, you may participate in a variety of activities, including:
• Making presentations at conferences, events, and meetings
• Meeting with congressional staff members
• Preparing materials for the Academy’s communications
• Blogging and working online to generate support for the Academy
• Participating in our Speaker Series
• Helping to plan and implement the National Youth Conference (summer only)

Lecture Series

CNN Terror Analyst and Presidential Scholar to Deliver Honors College's Spring Lectures:   Monday, February 11 and Thursday, March 20, 2008
Bergen will present “An Insider’s Look at the Changing Terror Threat” at 7:30 p.m. Monday, February 11, in Schwab Auditorium on the University Park campus. A book signing will immediately follow Bergens lecture in Schwab Auditorium. Copies of “Holy War, Inc.” and “The Osama bin Laden I Know” will be available for purchase.

In addition to his reporting duties for CNN, Bergen is a Schwartz senior fellow at the New America Foundation in Washington D.C.; an adjunct professor at the School of Advanced International Studies at Johns Hopkins University; a research fellow at New York Universitys Center on Law and Security; and the author of the New York Times best-seller “Holy War, Inc.: Inside the Secret World of Bin Laden” and “The Osama bin Laden I Know: An Oral History of al Qaedas Leader,” named by The Washington Post as one of the best non-fiction books of 2006. Bergen begins teaching at the Kennedy School of Government at Harvard University this month.

13th ANNUAL LUCHINSKY MEMORIAL LECTURE - MARCH 20
“How Do We Define Democratic Leadership in the Twenty-First Century?” is the topic of Boses lecture being held at 7:00 p.m. Thursday, March 20, in Schwab Auditorium.

Bose, an alumna of Penn States University Scholars Program, holds the Peter S. Kalikow Chair in Presidential Studies at Hofstra. Bose returned to Hofstra in fall 2006 having been an assistant professor of political science there from 1996 to 2000 and acting director of the university’s  honors program from 1999 to 2000. From 2001 to November 2006, Bose taught at the U.S. Military Academy in the Department of Social Sciences. She earned her master’s degree and doctorate in politics from Princeton University. She is the author of “Shaping and Signaling Presidential Policy: The National Security Decision Making of Eisenhower and Kennedy” and has co-edited several published works.

Both lectures are free but tickets, available in advance or at the door, will be required for seating.

Scholarship

A Beinecke Scholar receives a total of $34,000 in support of his or her graduate education.  The initial payment of $4,000 is awarded directly to the student prior to entering graduate school.  This award is intended to offset the costs associated with the graduate application process and to pay for travel expenses directly related to the start of graduated school.  While in graduate school, a Beinecke Scholar will receive an additional $30,000 in support.

There are no geographic restrictions on the use of the scholarship, and recipients are allowed to supplement the award with other scholarships, assistantships and research grants.  Scholars are encouraged to begin graduated study as soon as possible following graduation from college, and must utilize all of the funding within five years of completion of undergraduate studies.
Conditions of Eligibility:

  1. Be a college junior pursuing a bachelor's degree during the 2007-2008 academic year.  "Junior" means a student who plans to continue full-time undergraduate study and who expects to receive a baccalaureate degree between December 2008 and August 2009.
  2. Have demonstrated superior standards of intellectual ability, scholastic achievement and personal promise during his or her undergraduate career.
  3. Plan to enter a master's or doctoral program in the arts, humanities or social sciences.  Students in the social sciences who plan to pursue graduate study in neuroscience should not apply for a Beinecke Scholarship.
  4. Be a United States citizen or a United States national from American Samoa or the Commonwealth of the Northern Mariana Islands.
  5. Have a documented history of receiving need-based financial aid during his or her undergraduate years.  Primary evidence of meeting this criterion is a student's history of receiving need-based institutional, state or federal grants-in-aid.  An institutional financial aid officer will be required to complete a Financial Data Sheet certifying that the student meets this criterion..  In the selection process, the amount of financial need will not be a major determining factor, nevertheless, preference is given to candidates for whom the awarding of a scholarship would increase the likelihood of the student's being able to attend graduate school.
