Brief Biography
Ph.D., University of California, Los Angeles, 1969; Associate Professor of Political Science. Specializes in comparative politics and international relations, with special attention to Latin America (emphasis on the Andean South America and Brazil), political parties, elections, and comparative urbanism. Came to Penn State in 1973 from the United States Military Academy (West Point). A Fulbright scholar (Universidad del Norte, Barranquilla, Colombia), he has held visiting appointments at the Central University of Venezuela, the Graduate School of Public and Business Administration (Instituto de Estudios Superiores de Administración - IESA) and the Raul Leoni Foundation in Caracas, Venezuela.
