Brief Biography

Ph.D., The University of Wisconsin-Madison, 1967. Professor Emeritus of Political Science and Honorarprofessor at the Christian-Albrechts University, Kiel, Germany. Professor Keynes retired from Penn State in 2002 after a distinguished career of teaching and publishing in the areas of constitutional law, jurisprudence, and the judicial process. He began his Penn State teaching career in 1966 and advised and taught hundreds of Penn State students in his constitutional law courses. Professor Keynes remains active in teaching and research in Kiel, Germany.
