Brief Biography
Ph.D.,Columbia University, 1969. Professor Emeritus of Political Science and ranking member of the Legislative Yuan in his native Taiwan. Professor Chang retired from Penn State in 1997, having joined the Department in 1970. A former Director of the Center for East Asian Studies at Penn State, he is the author of several books on Chinese politics and on China-Taiwan relations. He was elected to the Taiwanese Yuan in 1993, and has been regularly reelected then. A former Chair of the National Defense Committee, he is now the Chair of the Foreign Affairs Committee.
