Ph.D., Penn State, 2000. Dr. Hallacher specializes in American public policy with a focus on science and engineering research and education policy. He is Director of Reserach Program Development in the Office of the Vice President for Research at Penn State with responsibility for assisting faculty members develop large, multidisciplinary research programs and he co-directs several centers sponsored by the U.S. Department of Energy, the National Science Foundation, and other federal and state agencies. He also maintains a modest research program on science and engineering policy making and has published results in Review of Policy Research, and the International Journal of Engineering Education. In 2005 he published Why Policy Issue Networks Matter (Rowman and Littlefield) based on his Ph.D. thesis. | |
